Create a recipe for lzlib

[Begasus]

lzlib is a compression library which you can find at: https://www.nongnu.org/lzip/lzlib.html

The recipe should end up in app-arch/lzlib, add documentation and copy these to the documentation directory in the devel package.
Build a shared library instead of a static one.

Make sure to add the TEST() case for this.
