"Failed to fetch http://ppa.launchpad.net/jerome-etienne/... 404 Not Found" in Ubuntu 12.04

Hi,

using this with ubuntu server 12.04, I get
"Failed to fetch http://ppa.launchpad.net/jerome-etienne/neoip/ubuntu/dists/precise/main/source/Sources 404 Not Found".

Apparently, in https://github.com/heavywater/chef-app/blob/master/recipes/node.rb this ppa is added:
add-apt-repository ppa:jerome-etienne/neoip.

But on launchpad, the folder for the precise version is missing, as you can see here:
http://ppa.launchpad.net/jerome-etienne/neoip/ubuntu/dists/

Is there an easy way to fix this?
To be honest, I don't know what "neoip" does.
