Enable generic annotation detail popover for document-level annotations

Is your feature request related to a problem? Please describe.
When hovering over annotations in the regular annotation sidebar or over annotations in the main document view, an info popup shows up. This shows for example the score from the recommender and potential further details. However, this popup does not appear for document-level annotations.
