Homepage needs a banner explaining photos are just an example

Would probably be a good idea to put a banner on the top of the homepage map to tell users that what they can see isn't necessarily all of the photos in the database.

I searched and found no issues that reflect OpenStreetView#Improvements. There is "Browsing photos on the map". I have difficulty for creating them in english, because I speak portuguese natively. I suggest you create those issues and tagging others in more detail (bug, enhancement, patch, doc, urgent, etc).
