Is there any valid reason for 0 tests to be success ?

If all the tests are explicitly skipped (using jasmine's xit or mocha's it.skip), then it's fine, that would be success.

It just happend, that Angular build was skipping a whole suite (testing external modules) and it took us couple of weeks to notice, as the CI did not fail.
