Issue and PR template added for kcidb repo, this will give a structured way to raise and issue, and pull requests to the repo which will leverage the understanding of an issue and linked a proposed solution through a PR.

Thank you, Abhishek, I appreciate the effort. However, we don't have a high-enough influx of issues and PRs at the moment to have a basis for the templates. That is we don't have a problem to solve and we don't know who to cater a solution to. Additionally, we don't expect the kind of users who need help with creating a PR or an issue. The only thing we'd need right now, perhaps, is a pointer to the commit guidelines, when creating a PR.

I'd keep this one around, though, for future reference, in case we'd need something like this. Thank you!
