Support Python v3.12

Ticket to track support for Python 3.12.

I'm almost sure that the only thing preventing the support is using v1.2.3 in the jq.py mirror. The upstream project started supporting Python 3.12 in v1.5.0.

• Bump jq.py mirror to v1.5.0 or move away from it with JQ dependency is too heavy for some setups #162

I've finally got a rebase on 1.7.0 working. Now I need to clean it up, and then update KCIDB command-line interface, because application/json-seq parsing now needs to be enabled explicitly in jq.
