Initial install issues: MinGW

First off- I am not a developer- so alot of this is a bit taxing :O)
I am simply trying to get a start in Mining- and this package seemed the way to go
Did the initial install-[windows] 113 packages- but then Shell is not in Start and there is no PI.BAT file
I think the questions need to be answered to goto next steps
If I fire up mssys.bat, proper start-in location- I get 'DOS' screen at Administrator prompt- and I am stuck there
