Improvement: Allow key binding for 'Refresh ALL sbt projects' command

Reason: Auto import feature can be very slow for complex sbt project so I prefer to disable it (It is fired every keystroke). On sbt view there's the 'Refresh ALL sbt projects' button that allows *sbt stuff to be reloaded at will. However is quite annoying to open the view using mouse to click that button if you prefer keyboard to do as many operation as you can.

Well, actually that command is a rename of "Refresh all external project". This could be misleading when looking for the action to bind to the key.
