In Code\Third_Party\lib\win64\Python27\Scripts executing easy_install.exe does nothing.

The example we tried was e.g.

easy_install.exe -u Sphinx

However using

python easy_install-2.7-script.py -U Sphinx

did work after setting http_proxy and https_proxy
