This ticket is blocks : TRAC6972, TRAC9652

This is only to get the infrastructure back in place for building the qt-assistant files. It is mostly modifying cmake to generate the .qhcp file using the sphinx [http://sphinx-doc.org/builders.html#sphinx.builders.qthelp.QtHelpBuilder qthelp] builder and then use qcollectiongenerator to compile it.
