This should allow two partial and non overlapping workspaces to be merged into one.
For example you have processed a raw file in to halves, and then want to merge the results into a single workspace.

Pre-requisites
- workspaces come from the same instrument
- No detectors that contribute to spectra should overlap
- x units and bins must match
