use cmake --build to call msbuild.

We want to use cmake --build instead of running msbuild directly. This will get us closer to combining buildscript and buildscript.bat into one common file.

I first tried this in ticket http://trac.mantidproject.org/mantid/ticket/10694, but it isn't a drop-in replacement.
