View->Preferences: clarify whether changes take immediate effect or not #11567

In the settings dialog, only in "Mantid -> Curve Fitting", there is a note in bold saying: "Note: Changes will not take effect until MantidPlot has been restarted". That would make me think that other tabs will have an immediate effect. Or it could be that all options require a restart. But actually it seems different settings behave in different ways. For example, the checkboxes in "General -> Confirmations", seem to be applied on the fly, whereas other options such as "General -> Application - Start New Project (Empty, Table, Matrix, Empty Graph, ...)", or "General -> Colors" will only be effective after restarting MantidPlot.
