This issue was originally TRAC 11203

track the interfaces used and major functionality points, store the usage locally and submit on:

  1. Closure
  2. After 24 hours

Batch modify all SSC tickets to critical priority (this will also show up as an update for all those already as critical)

Time estimate for design (+feedback): 3 days

Implementation will depend on chosen design. Should tie in with http://trac.mantidproject.org/mantid/ticket/11202
