Batch modify all SSC tickets to critical priority (this will also show up as an update for all those already as critical)

These are being developed in https://github.com/mantidproject/scripts/tree/master/development/inelastic/vesuvio_user. They can be updated outside of Mantid as they don't require any changes to core code so this can continue after the main code freeze.

The scripts are completed and in the https://github.com/mantidproject/scripts/tree/master/development/inelastic repository. There are just minor issues to work with Matthew
