This ticket is blocked by :

http://trac.mantidproject.org/mantid/ticket/11111 used the FileBackedExperimentInfo in LoadMD. It seems that there are some cases in ConvertToMD that cause the experiment information to be loaded unnecessarily.

These should be eliminated.
