This issue was originally TRAC 11852

This ticket is blocks : TRAC11231

See http://horace.isis.rl.ac.uk/Simulation

Algorithms/Functions should mimic the signatures of Horace as close as possible.

2 man-weeks effort. Roman adjust this if you have a better guess.

Looks good. Based on the usage examples, it would be nice if we had an CreateEmptyMDHistoWorkspace algorithm like http://docs.scipy.org/doc/numpy/reference/generated/numpy.empty.html so we don't have to specify error or signal. But that would be a different issue.
