This issue was originally TRAC 11854

This ticket is blocks : TRAC11231

Investigate and implement these Horace commands. http://horace.isis.rl.ac.uk/Correcting_for_sample_misalignment#refine_crystal

Lots of this has probably already been implemented, and it might be a case of exposing it in Mantid. Crystal tools for example does some of this.
