Move the Python functions that are at namespace level to the Python Framework manager object #1365

There are three functions at namespace level in the PythonAPI code:
GetWorkspaceNames;
GetAlgorithmNames;
CreateSimplePythonAPI.

These should really be methods on the Python FrameworkManager object
