Create a PreviewRaw algorithm #1524

This should retrieve a few pieces of info from the raw file and expose as output parameters.

run title
Spectra count
Bin count
period count

This should then be used in the LoadRaw Dialog. Once the user has selected the file to load we should preview it and display the info.
