More precise checking of Python version during install of MantidPlot #2715

MantidPlot was installed on a Windows 32 machine
having Python 2.5.2 installed.

This caused MantidPlot to e.g. crash when trying to
use custom interfaces that run python scripts behind
the scene.

The problem on this machine was fixed by installing
Python 2.5.4 (after uninstalling 2.5.2)
