Move infrastructure code under Scripts to PythonAPI #3122

The Scripts directory is meant for analysis code. Infrastructure code such as Reducer should be moved to PythonAPI. The infrastructure unit tests should be moved along with that code. We should remove the "test" directory from Scripts when we do that move so that people don't add long analysis tests and slow down testing.
