Include/create pyc files in the rpm & mac installers #3782

In the current rpm and mac installers, pyc files never get generated because they sit in read-only directories.

They should be generated either at install time (or installer creation time if better).

This issue was originally trac ticket 2935

mantid-builder added the Mantid label
