This ticket is blocks : TRAC3115

Now that http://trac.mantidproject.org/mantid/ticket/2919 has been completed. All platforms should be capable of building the VATES sub-project.

Have our build systems working with the VATES sub-project. It may not be that we want VATES building on all our servers, but we should at least have a few so that we can benefit from continuous integration. This is also a natural stepping stone towards packaging and deploying the VATES sub-project.
