This ticket is blocked by :

Quick fixes were made in http://trac.mantidproject.org/mantid/ticket/7022.

This could easily be refactored to make it more configurable. See TODOs in algorithm_help.py.

Specifically:

CMake variable for the proxy.
CMake variable for the image location.

Should also use the fetcher utility to do the downloading, as per Pete's suggestion.
