This issue was originally TRAC 7125

An example is CNCS_7860_event.nxs

Extend LoadLogPropertyTable to be able to parse SNS files

This allows it to handle filenames like CNCS_1234_event.nxs
Also it can now handle event files which it could not previously
Also a fair bit of refactoring to improve code readability
And a new unit test that proves it all works
