Make RemoveLowResTOF support keep the low resolution TOF from a histogram workspace

This issue was originally TRAC 7335

In the current implementation, if optional workspace LowResTOFWorkspace is specified, it only supports the input workspace as an EventWorkspace.

Extend this to the case that the input workspace is Worskpace2D.
