PGF backend can't find 64-bit ghostscript on win64 #2669

Continuation of #2278.
PGF backend (/lib/matplotlib/backends/backend_pgf.py) uses its own code for searching ghostscript, I don't know why.
And it still doesn't look for 'gswin64c'.
