At http://matplotlib.sourceforge.net/api/pyplot_api.html, the documentation of keyword argument scilimits for matplotlib.pyplot.ticklabel_format is apparently wrong. It claims that for a pair (m, n) numbers outside the range 10^{-m} ... 10^n will be converted to scientific notation (i.e. a factor like `1e2' will be extracted and written at the top or right of the respective axis). Actually, to have small numbers (not) converted correctly, one has to use a negative value for m, so the documentation should state that numbers outside the range 10^m ... 10^n will be converted to scientific notation, where m will be negative in most cases.
