Does UserName / Passwork necessary for pulling Twitter User Data / HashTag?

i know this is dumb question - But wonder is any way around -
i would like to ask about is that possible to fetch HomeLineTweets / HashTag without setting password / May be only using userName?

[twitterEngine getXAuthAccessTokenForUsername:tUser password:tpass];

i used this one currently to interact with api,
