Is 'torch-directml' an open source project?

I can't find the source code of 'torch-directml'.

I'm trying to do some analysis on dxgkrnl implemented in wsl kernel and it turned to be closed-sourced after its announcement. I can't find 'torch-directml' source code either. This is terrible for the community.
