Paste (CTRL+V) without formatting short key (e.g. CTRL+SHIFT+V)

Description of the new feature / enhancement

One feature I'm missing in PowerToys is the option to past (CTRL+V) without formatting.
Personally I find it very enoying that Windows per default pastes with formating, because when copying from one app to the other the formating is always different.
Is some application (like chrome) you can past without format by pressing CTRL+SHIFT+V.
In other applications (e.g. office) you have to use a special menu to choose different pasting options (special past-> merge, text only, ...)
Wouldn't it be great that PowerToys could harmonize the different solutions?

Scenario when this would be used?

• Option to set 'Always without formatting'. Meaning, everything on the clipboard is kept without formating.
• Shortkey definition to past without formatting, for example: CTRL+SHIFT+V
• In addtion maybe a past option to merge the formatting with the destination. For example, your typing a heading in Word, and you want to past a phrase or sentence. Then it would be great that it uses the current selected formatting in Word instead of without formatting, or with the formatting from the source.

Supporting information

In general, this would improve my productivity or reduce frustrations during the day.

I like this idea! I currently use PureText to do this (http://stevemiller.net/PureText/). But I am on a mission to reduce the number of little utilities I have installed and if this was added to PowerToys, I would remove PureText.
