"Quiet background processes" should not be offered as an experimental feature on OSes that don't support it #2870

Steps to reproduce the bug

Enable the "Quiet background processes" experimental feature, and then navigate to Windows customization to start

Expected result

The start button for windows customization is there or if the OS doesn't support the feature, it shouldn't be offered as an experimental feature.

Actual result

If you're not on a build of Windows that supports Quiet Background processes, the button isn't there.
