Provide an API for rewarding Exp.

Handle gaining exp from various actions. Automatic exp would include all normal minecraft actions.

Will group exp gain into different resources, gaining in one will only affect that one.

This is a passive plugin, as it is only interested in collecting data, not doing anything with it.
