Provides ownership of land via an initial "keystone" being used to build from.

A keystone block would be a specific recipe. Until custom blocks are available I'd suggest block 43 (double-step blocks) as they aren't available naturally and come in 4 "flavours".

Once the keystone is placed any blocks attached to it will become owned by the player who placed the keystone.

Keystones provide ownership of an area around the placed blocks. The more placed blocks that are part of that keystone, the further out that area reaches.

People who don't own part of the keystone can't build in the protected area.

A pass can be created to allow building in a keystone area by placing / creating a Map in the keystone - this then links them together and anyone who holds the map is allowed to build.

Placing (creating?) a Compass in the keystone gives an object that can be used to permanently allow someone to build...

Using a linked compass on another keystone allows people from the second keystone to build in the area protected by the first.

Using an unplaced keystone on a placed keystone links it and allows the new keystone to be placed within the area protected by the first one. Must have permission to build in that area to start with.

Using a sign on a keystone allows you to name the area protected by the keystone.

When one signed area is within another signed area you get informed when moving between the areas...
