Running a site without Anonymous users or public signup capabilities - Admin user must enter each new user's name, email, and password. Once that is done, the user can log in - and is presented with a page saying that a validation email has been sent. That is not correct - the validation email does not get sent, and the user must enter their email at the bottom of the page and click OK to get the email.

There should be a better way to handle this, but you can manually validate users you create as admin so that they don't need email validation, marking this as wishlist for now.
