Add ability to move batch requests from one user to another

Sometimes to deal with a RtO, we want to move a batch to an anonymous user account we've created, to enable this to be dissociated from a users existing account. It's not currently possible to do this via the admin interface. This would work in the same way that we are currently able to move requests.
