Create nu_manifest.yaml infrastructure

For various reasons (#1, #3) we need a nu-specific manifest file that a package maintainer can use to specify various nu options.

This file should not be copied into the lib folder when a package is installed.
There should be a wiki page dedicated to describing what options work in this file.
