* Language handler: add Burmese manually as it is not included in Windows 7.
Burmese (my) is recognized starting with Windows 8. Because NVDA also runs on Windows 7, add this language manually.
* What's new: add bug fix entry for Burmese+Windows 7. Re #8544.

Discovered while testing latest changes to language handler: description for Burmese is not picked up in Windows 7.
Steps to reproduce:
Actual behavior:
An entry named "my" is shown.
Expected behavior:
No such entry - Burmese is listed in its proper order.
System configuration:
NVDA Installed/portable/running from source:

NVDA version:
2018.2, beta, and alpha
Windows version:
Windows 7 SP1

Other information about your system:
Tested on a virtual machine running Windows 7, as well as on a Windows 8.1 VM and a Windows 10 computer.

Have you tried any other versions of NVDA?
Yes
Technical:
kernel32.dll's LocaleNameToLCID does not recognize Burmese (my) on Windows 7 (returns 0), but is recognized on Windows 8 and later.
