Oemof Installation Test accepts not working cbc

Describe the bug
There are (probably old) versions of CBC that cannot be used for optimising pyomo models but that are still accepted by the installation test

To Reproduce
Steps to reproduce the behavior:

1. Install the wrong version of CBC (need to pin that down).
2. Run the installation test, it claims the installation is working.
3. Try to optimise a model.
4. Pyomo will end with termination condition unknown and no result. Only flow values that were set as parameters are in the results.

Expected behavior
The installation test should fail.

• OS: mostly Windows affected, others will probably not install wrong binaries manually.

Additional context
Unlucky I just fixed this at a collegues computer without noting down the pyomo version.
