Yes, this should be in specs.okfnlabs.org ...

There is a fork on /okfn/ already: https://github.com/okfn/data-catalog-spec

Best to probably delete that and transfer this in its place. And then merge with with specs.okfnlabs.org.

@danfowler sounds reasonable though if you wnat to just merge in you could delete data-catalog-spec move dataprotocols/data-catalog-spec to oki-archive (and finally add redirects)
