At the moment GODI shows a 0% score if a dataset does not meet our key characteristics. This is perceived as a draconic and blunt assessment, and admittedly hides a lot of nuances of open data publication.

As governments told us, our results are hard to interpret, and the results are perceived as unfair, or not credible (because governments progress but we sometimes even score them lower than last year).

In the future we could present a data characteristic tick box (similar to question B3 in the GODI survey interface) to highlight how many data characteristics we actually found.

This is also in line with one aspect of data quality - data completeness. With this approach we can better map the actual data content
