PM:Revised hcode image build.

- Extracts PGPE Hcode from hw image.
- Extracts base and override scan rings using TOR API.
- Endianess correction for cronus use case.
- Generates of standalone binaries associated with various regions of HOMER.
- Generates hardware image binary.
- Additional debug traces to aid veririfcation.
- Code refactoring
