This seems like a very blunt policy to me, and would penalise people in areas where there's little or no choice other than to shop at out-of-town shopping centres.

I'd rather see local authorities given the responsibility for improving high street shopping, and some additional powers to help them implement policies to help with this (such as, perhaps, a greater ability to vary business rates).

In general, I'd rather incentivise the desirable behaviour than penalise the bad. There is a lot more involved in the death of the high street, such as planning regs, etc, so I think this needs more thought. 👎 from me as it stands. Perhaps there is some research we can reference, or other outside proposals we can adopt on this issue?
