a lot TODO's and outdated TODO file

Hi,

I was looking to pickup a new task.
While looking through the TODO file at the root, I could not really understand most of it and it hasn't been updated in 6 years.
I'd be happy to convert them to issues, if you think it would be useful? For triage, maybe?

The TODO's in the code, rg -n "TODO(\ |:|\([a-z]+\))" .
There quite a lot of things, so much so that GitHub doesn't let me posting here.

So I will try by adding the list as a text file.

Some of them made me laugh and were genuinely funny to me.

I think it would really help contributing for those who don't have tons of time to dedicate to it.
