Notei que importando os eixos com o encoding atual (utf-8), ocorre o seguinte problema no meu ambiente:
UnicodeDecodeError: 'utf8' codec can't decode byte 0xc7 in position 13: invalid continuation byte
Trocando o encoding para latin-1 o problema não acontece
