Obviously so may people are looking for the windows binary version of memcached

There are no plans to make a Windows version at this point. First, the libmemcached library would have to work on Windows.

I have memcached running on Windows 7 and windows 8 based on the steps provided on this URL http://pureform.wordpress.com/2008/01/10/installing-memcache-on-windows-for-php/

Would you be able to compile the Binary available for Windows?

the instructions are for "memcache" extension (notice the lack of d). As mentioned by @andreiz there are no plans to support Windows at this point. This might change in the future though.
