Need to find the root cause for Operator attempting to release a topic which had no reload table.

I0520 09:20:25.991730       1 status.go:321] rsk/inventory reloading:      0 []
I0520 09:20:25.991742       1 status.go:322] rsk/inventory rDupe:          0 []
I0520 09:20:25.991751       1 status.go:323] rsk/inventory realtime:       3 [ts.inventory.users ts.inventory.wat]

Different loaders were run together on the same topic set.
Issue not reproducible when both full sinks run together.
