Dockerized Arclight Development Setup

We want to create a similar setup for Docker, as found in the blacklight repository (), to allow for a lower barrier of entry for folks to get started.

Tasks:

• create Dockerfile and associated files
• Document how this works (Readme and/or wiki as needed)
